Purpose and background context

Updates dependencies, specifically to get new timdex-dataset-api (TDA) version.

This resolves a memory management issue when performing large bulk updates.

Includes new or updated dependencies?

YES: specifically, TDA version v0.10.0 which includes better memory management

Changes expectations for external applications?

NO

Standardize casing in Dockerfile

Received an error running locally: "FromAsCasing: 'as'
and 'FROM' keywords' casing do not match".  This standardizes
casing to avoid local errors during build, but Github Actions
appears unaffected at this time.
